    Why not query the doctor's invoice with the surgery who issued it?  Perhaps you can explain what is supposed to happen and that no reports are required and no fee is chargeable unless the police request them. The FEO can't cancel the invoice - only the doctor can!

    I think I'm right in saying that UT has 5 traps in the trench and OT has 15 traps in the trench and that's without the computer wizardry to make sure each shooter gets the same targets as everyone else though randomised of course.
